Celebrating holidays has been one of my most favorite times during several stages in my life-- from being a student to becoming a working professional. Holidays mean that I'll be taking a break of a day or two from the usual routine of going to school, finishing some school work, presenting an assigned report, or simply taking an examination. As a professional, it means a day off work and a day to enjoy some fresh air in Tagaytay, Cavite, or a suburban or rural area nearby where I can retreat and rest. I have specially enjoyed holidays when PGMA became the president. I don't mean to be patronizing; but let's face it, when PGMA signed the bill regarding the realignment of holidays to the nearest Mondays, our local tourism revenues increased. The Department of Tourism has been quite successful in their campaign as they joined forces and took advantage of this bill very well.
This may have been the point of view of the proponents of this bill. The tourism industry gained from this as well as the owners of the chain of supermalls and the boutiques in these malls.
That bill seemed to generate more business and additional income to certain industries in our country. This seemed to be a brilliant bill.
On the other side of the coin, there seems to be a pitfall for these seemingly endless annual holidays on Mondays effecting a "long weekend" for everybody. Yes, the extra day of rest generates income for DOT and the other establishments and creates an ambiance and opportunity for families to spend more time together for another day. Besides these, in the recent 13th Congress, additional holidays are being proposed-- from special dates commemorating special events of each town, to the celebration of certain localities, to declaring new holidays.12 bills has been passed which have turned into laws. But economically, I think that this decision makes us a country with more lost opportunities. Greater number of loss in number of hours in business and trading is equivalent to more USD lost.
Our country is fast becoming a country with the greatest number of bills approved into becoming laws in such a short time--with 112 bills passed on the 13th Congress. Maybe our lawmakers should also deeply scrutinize and examine the true value of such act. The entire impact of this should be taken into great consideration.
